Everyone wants to know: What IS the Bel-Tor Candy Factory?

    On the thriving, futuristic world of Q, there is a city.  Q-city.  Standing on the borders of lush forests, harsh deserts, rocky peaks, and vast plains, this city is the center of… well, everything.  With flying cars, mile-high skyscrapers, regular spacecraft landings, and various ultra-modern distractions, Q-city is one of the wonders of the known universe.  But there's a poblem: the quirkiness.  See, Q-city is plagued with pretty much every danger that ever befell a vast metropolis.  With giant monsters, psychokinetic disturbances, organized crime, conspiracies, demons from hell (Seriously!), and armageddon-esqe chaos threatening the peace, Q-city is truly a place of action, suspense, and endless headaches for the civil magistrates.

    Dangerous?  Yes!  Fun?  Oh yeah!  See, deep within Q-city, there exists a secret government program designed to handle these strange disturbances. (Oooo!  Amazing!)  This organization is cleverly disguized as an ordinary candy franchise, right down to actually manufacturing and selling sweets in parallel to their greater purpose as civil law enforcement.  In addition, the agency operates as a criminal rehabilitation program for the many dangerous foes and disturbers-of-the-peace who fit the category of "anomalous activity," psychic abilities, superhuman physical prowess, ethereal forms, or just plain strangeness, etc. etc.  The ultimate goal is to turn the disasters of the city back on itself, turning the perpetrators of crime into valuable members of city law enforcement.

    But it hasn't been a total success.  The reforming process itself has become a serious moral issue, as the convicts' memories of their various crimes are "fuzzed" using memory-altering technology, such that they can truly "forget the past" and become productive members of society.  What happens if their memories return?  Good question.  So far, there has been no cause for concern about it, and of course the whole process is secret.

    Thematically, this universe is like a cross between a cop show, the X-men, and a mission-based action game.
